From 1 January 2028, companies may only hire through agencies that hold a licence. Agencies get a duty of care for registering their migrant workers and must provide information in a language they understand.
Where staffing agencies get stuck
Your planners answer the same questions every day about payslips, reporting sick and housing, often in four languages. Those hours do not go into placing people, and you see it in your margin.
At the same time, the new law asks you to show that you inform workers and help with registration. A leaflet at the intake interview is not enough for that.
